SEEMP Part III overview

SEEMP Part III is the ship operational carbon intensity plan. It supports IMO CII compliance by setting the vessel's CII target, monitoring method, implementation plan, responsible persons and corrective actions where required. SEEMP Part III should not be treated as a static document. It should be connected to monthly CII monitoring, fuel reporting, vessel performance review and management actions.

Frequently Asked Questions

What are the three SEEMP parts?

SEEMP Part I covers ship energy efficiency management, Part II covers the IMO fuel oil consumption data collection plan, and Part III covers the ship operational carbon intensity plan.

When is a corrective action plan needed?

A vessel rated D for three consecutive years or E for one year must develop a corrective action plan showing how C or better will be achieved.

Who should own SEEMP Part III actions?

Ownership should be shared between the vessel, technical superintendent, marine superintendent, operations/chartering and management. The master cannot solve CII alone if commercial instructions drive inefficient operation.

What evidence should be retained?

Keep CII calculations, data corrections, monthly reviews, speed instructions, hull/propeller records, engine performance reports, weather routeing evidence and action closure records.

Technical Explanation

SEEMP Part III connects the IMO CII rating system to shipboard and shore-side management. It should include: • Method for calculating attained CII. • Required annual CII and rating target. • Data collection and verification responsibilities. • Implementation plan for energy efficiency measures. • Self-evaluation and improvement process. • Corrective action plan where rating triggers require it.

Step-by-Step Procedures

1. Confirm the vessel's CII scope and reference values. 2. Define annual target and monitoring frequency. 3. Assign responsible persons onboard and ashore. 4. List energy efficiency measures applicable to the vessel. 5. Link measures to evidence and due dates. 6. Review monthly rating forecast. 7. Update corrective action plan if D/E trend emerges.

Checklists

• Approved SEEMP Part III available onboard • Confirmation of Compliance available where applicable • Annual target and method recorded • Corrective action triggers understood • Monthly review minutes retained • Action plan owner and due date assigned • Verification evidence stored

Practical Case Studies

A bulk carrier receives a D rating for two consecutive years. The company updates SEEMP Part III with speed management, hull cleaning interval, weather routeing, idle fuel review and chartering approval steps. Monthly monitoring confirms whether the action plan is returning the vessel to C.

KPI Monitoring

• SEEMP action closure percentage • Vessels missing monthly CII review • D/E risk vessels without action owner • Corrective actions overdue • Verification findings closed
